ICAO RTCE Status Recognition

The Joint Aviation Authorities Training Organisation (JAA TO) has renewed its status as an ICAO Regional Training Centre of Excellence (RTCE).

In order to be awarded the RTCE status, training organisations must comply with a series of high-level criteria including: being a full-member of the ICAO TRAINAIR PLUS Programme (TPP), having established a permanent Course Development Unit (CDU) with a senior course developer and Civil Aviation Training Centre (CATC) validator, both qualified by ICAO. Additionally, an RTCE must have an automated Integrated Training Management System to administer and manager training records, instructor qualification and findings resulting from internal and external audits.

To retain RTCE status, aviation training organisations must not only continue to comply with the required criteria but also fulfil various duties related to their training operations as an RTCE. These include, amongst others, developing ICAO Training Packages (ITP) addressing the implementation of ICAO provisions.

JAA TO became the first ICAO Regional Training Centre of Excellence in Europe in 2015. As also the first European training organisation to become a member of the ICAO TRAINAIR PLUS Programme (in 2012), JAA TO has received two Awards and assumed a leading role in the Programme as a member of its Steering Committee since its inception.
