Invitations Open to Extend Missile Defence Capability

The NATO Communications and Information (NCI) Academy is seeking a contractor to deliver a ballistic missile defence information management portal for the NATO missile defence community. A Request for Quotation (RFQ) for Work Package 3 (WP 3) is expected in May 2021 and is valued at approximately 555,000 EUR.

NATO has an existing education, training and exercise capability managed by the NCI Academy, and this project will extend that capability to cover additional requirements.

Proliferation of ballistic missiles poses an increasing threat to NATO populations, territory and forces. The ballistic missile defence community in NATO must train and exercise together regularly to ensure they are ready to respond to threats from ballistic missiles.

“The ballistic missile defence community has very specific needs for exercises. With this project, we aim to expand our already robust capability to ensure it remains suitable for education and training, as well as exercises,” said Tom Koolen, Project Manager for the effort.

NATO’s Ballistic Missile Defence (BMD) Programme combines assets commonly funded by all Allies, as well as voluntary contributions provided by individual Allies. The programme works with the participation of the Allies, who volunteer interceptors and sensors, as well as information from their command and control systems. The NCI Agency provides the critical NATO battle management command and control technology, or "glue," that connects them. The BMD programme enables NATO Nations to act as a single unit when responding to a ballistic missile threat or attack, which requires very quick and coordinated action.

The project is split in four work packages, three of which will be procured through a best value acquisition. Work Package 3, however, will be procured under a Basic Ordering Agreement competition. Invitations to bid on work packages 1, 2 and 4 were released in January.
