Due to the urgent need to reduce the risks related to the COVID -19 pandemic by air transport and as a result of social distancing practices, closure of workspaces and other public health intervention measures, a number of States are taking various actions to enable service providers and personnel to maintain the validity of their certificates, licenses, and other approvals during the COVID-19 pandemic. The International Civil Aviation Organization (ICAO) created a webinar, with speaker Miquel A Marin, to describe the framework created by ICAO to support aviation activity in this period and help get it started again in a safe manner.

Marin is the Chief of the Operational Safety Section of theAir Navigation Bureau, which is responsible for the development of standards, recommendedpractices, procedures and guidance material related to the operation,certification and airworthiness of aircraft including the licensing andtraining of personnel and language proficiency requirements. Marin joined theInternational Civil Aviation Organization in November of 2009 and has servedthe organization in various capacities during his tenure. He is leading ICAOinitiatives to develop tools and guidance related to operational safetymeasures to support States during these difficult times.
