The ICAO Council has adopted a special declaration on COVID-19 during the fourth meeting of its 219th Session.

At the Montreal meeting, the council urged member states and stakeholders to follow guidance from the World Health Organisation (WHO).

It also expressed strong support for WHO's call for states to perform their own risk assessments. It added that adapted response measures should take into account the International Health Regulations.  (IHR 2005).

The council also urged members to be collaborative and share information among public health and civil aviation authorities through the establishment of National Facilitation Committees comprising all relevant entities, in line with ICAO provisions.

The council expressed concern at the economic impact of the COVID-19 outbreak on air transport and civil aviation.

It urged members to take the necessary actions to maintain the sustainability and highest safety levels of air transport. The council stressed the importance of using science and facts for response actions and measures.

ICAO Council President Salvatore Sciacchitano and Secretary General, Dr. Fang Liu, highlighted the strong commitment of ICAO to supporting its member states in implementing response measures and expressed their deep appreciation for WHO’s cooperation with ICAO on COVID-19.
