On April 1, the recommendation report from the Part 141 Modernization of Flight Training working group was published in the Federal Register. It is now available for download here.

This industry-led, FAA-supported project has been facilitated by the National Flight Training Alliance (NFTA) and has had the input of over 200 individuals and organizations. The work group met over the past year in virtual and in-person public meetings around the US.

The broad goals of this initiative are to create a more streamlined path towards initial part 141 certification, improve flight school management, incorporate training credit using new technology, and increase participation in part 141. To reach those goals, the recommendation report includes specific suggestions for policy and rule making changes. Among the recommendations are to:

  • Establish a Central Management Office (CMO)
  • Implement Safety Management Systems (SMS) and Quality Management Systems (QMS)
  • Modernize School Management, Oversight, and Documentation
  • Develop Consensus Standards for Continuous Improvement
  • Reform Examining Authority
  • Expand Flight Simulation Training Device (FSTD) and Technology Credit and Usage

An informal comment period of 10 days will end on April 10. Then, the FAA will start the formal process leading to an eventual Notice of Proposed Rulemaking (NPRM). Once the NPRM is issued, a much longer and formal public comment period will occur. It is expected that the path to final rulemaking could take 18-24 months.
