From 4–13 June 2025, Applied Training Solutions (ATS) supported the DCO/RGN III CERTEX exercise, hosted at the Virginia National Guard Headquarters in Richmond, Virginia. This critical certification event was designed to validate the readiness of the Defense Coordinating Officer/Element (DCO/E) Region III, in coordination with U.S. Army North (USARNORTH), JFLCC, and emergency response partners, to execute complex Defense Support of Civil Authorities (DSCA) missions.

ATS played a key role by delivering the ATSsim Training (Constructive Simulation) environment—part of the RMM&S contract vehicle—used to realistically replicate force activities and mission execution for both DoD Federal forces and Virginia National Guard units. ATSsim enabled dynamic scenario-based training to help participants respond to a simulated Category III hurricane making landfall near Virginia Beach, which triggered extensive infrastructure damage across the region.

The immersive simulation allowed Region III DCO/E forces to coordinate joint operations with FEMA and the Commonwealth of Virginia, focusing on saving lives, protecting property, and restoring critical infrastructure. ATSsim enabled real-time force flow modeling, friendly force tracking, supply distribution, and mission reporting—fully integrating with MAVEN SS/GAIA, email, and SharePoint systems.

Chosen for its accuracy, scalability, and realism, ATSsim continues to be an effective cloud-based simulation tool for DSCA training. The tool stimulated Common Operational Picture (COP) tools such as MAVEN SS/GAIA and JADC2 with real-time geospatial updates, giving operators a rich, informed view of ongoing missions.

The exercise successfully certified the Region III DCO/E’s ability to exercise Command and Control of military forces in support of civil authorities. All mission elements were conducted safely and efficiently, and all personnel and equipment were fully redeployed and reset, demonstrating readiness for real-world response operations.
