Engineering & Computer Simulations, Inc. (ECS) announced that ECS-Riptide Joint Venture (JV) has secured a $127M, six-year contract to lead development of the U.S. Army’s One Semi-Automated Forces (OneSAF) simulation program. The competitively awarded contract includes a base year plus five option years.

OneSAF provides a unified, computer-generated force system that powers training, analysis, and operational planning across all U.S. Army modeling and simulation communities and government agencies. The program replaces multiple separate tools with a single platform.

Waymon Armstrong, ECS CEO, said, “We have come full circle with this award. Our first contract in 2001 supported PEO STRI, and now our largest contract to date – OneSAF – is in support of our Army soldiers. We are proud to partner with other leading firms in our industry on this award as ECS-Riptide JV.”

The ECS-Riptide JV combines ECS’s modeling and simulation expertise with Riptide Software’s experience as the current OneSAF prime contractor. The program currently supports more than 200 user groups in the U.S. and overseas, delivering open-source, customizable simulation capabilities for training, analysis, and operational planning. OneSAF integrates approximately 30 new capabilities annually through collaboration with internal and external partners, maintaining relevance across Army and allied operations.
