New US Venture Targets Military Drone Production at Scale

Orqa and By Light Professional IT Services LLC — a provider of cyber and warfighter training platforms operating Cyber and Modeling, Simulation & Training divisions — have announced the founding of Orqa U.S. LLC, a U.S.-owned venture established to deliver American-made unmanned aerial systems to the U.S. military and government. Full-rate production is expected by October 2026.

Orqa U.S. is headquartered in Oakland, California, with production based at By Light's 180,000-square-foot manufacturing facility in Port Orange, Florida. The company is structured to meet National Defense Authorization Act (NDAA), American Security Drone Act (ASDA), and other regulatory requirements. It maintains a fully independent board composed solely of U.S. citizens and will operate a Cyber Security Maturity Model Certification (CMMC) compliant IT infrastructure.

The Port Orange facility includes UAS assembly and integration lines, CNC machining, composites fabrication, and certified quality control processes, and operates as a designated Port of Entry with on-site customs capability.
